So the MSI TRIO 3080 is a 3x8 pin connector

Would it be fine to have 2 8 pins connected with a 3rd 8 pin connected with the 6 pin split hanging and not connected

Your PSU has all the connectors you need. If one PCIe cable has two (6+2) 8-pin connectors you can use those. If there's a fourth connector on the second cable that you don't need it can hang or you can tie-wrap it to the cable for neatness. As long as all three (6+2) 8-pins are connected to the GPU you're good. Is this what you're asking?

I don't think it would boot this way. If you don't have enough PCI-e connectors on your power supply then you should replace it. Also, you always need to connect all GPU 8-pin connectors with separate cables (not split), definitely with this GPU or you'll regret it.
