I bought a used evga 850 g3 psu, after awhile i get annoyed by the eco mode sudden fan speed noise & when i turned the eco mode switch off nothing happen & the fan will only run if the psu is warm.
Am i have to consider fixing it as it can mean a bigger problem while i have zero issues with the psu except the sudden noise?

If I'm reading your description correctly, the PSU is working normally.

With the switch in one position, the fan should only run when the PSU gets warm and the DC power output reaches a specified level, e.g. 250W (ECO mode on).

In the other switch position, the fan should run all the time (ECO mode off). I prefer this mode. It prolongs the life of the 420V bulk electrolytic and low voltage smoothing capacitors, especially if they're rated at only 85C instead of 105C. For each 10C reduction in temperature, an electrolytic capacitor's life is doubled.

ECO mode reduces power consumption by the small number of Watts required to run the fan, at the expense of the PSU's internal components getting slightly warmer.

Personally, I prefer a cool, longer lived PC, than a completely silent system, but then I have worked in server rooms with fans sounding like howling banshees.

You are correct.
