EVGA GTX 1070 Causing Windows 10 Loading Problems

Last night I tried to open World of Warcraft and the Battle.net client claimed my graphics card did not meet minimum recommended settings and it failed to launch. After rebooting, windows would get stuck loading with the windows logo and a progress loading circle below it. Weird thing is I could hear windows noises in the background like windows had actually loaded but the screen was stuck on loading. Removed my 1070 and used on-board GPU and it booted up fine. Obviously the GPU is the problem but I am trying to determine if I can fix somehow or if maybe it could be something else. The 1070 is only 3 months old, I already opened a ticket with EVGA in case I need to RMA.

The card specifically is.
EVGA GeForce GTX 1070 SC GAMING ACX 3.0, 8GB GDDR5, LED, DX12 OSD Support (PXOC) Graphics Card 08G-P4-6173-KR

I already have a EVGA SuperNOVA 750 G2 on it's way. A friend told me my PS was crap today as well so I already ordered. Are you thinking the crappy PS caused the GPU to break?
