EVGA GTX760 clock problem?

Ok, I can't seem to find a solution to my somewhat minor (possibly major) problem. I recently purchased an EVGA GTX760 2GB w/ ACX cooler and it works, beautifully infact, but my issue is the clock speed never idles down past 1058MHz and idle temps are never lower than 50C. I have reinstalled drivers, updated everything having to do with the card and it still hangs there. I read something about 2D/3D states, and I'm assuming it stays in 3D. I'm also using Win 8.1 if that helps. Thank you everyone in advance.
 


Well, more like a mode, like 2D as in normal desktop/browsing the web (2d applications) and 3D meaning games and other 3D (not the 3d with the glasses sorta thing) applications lol.
 
If it helps at all, I'm using a dual 6(+2) pin on a single cable line to my PSU, would it help if I ran another one so I would have 2 seperate channels? Does that matter? The card is a 6+8 pin.
 
I feel a little stupid, but I've figured out the issue, and it turns out it wasn't really an issue, it was that in Nvidia control panel the PWR MGMT was set to High Performance and not Adaptive -_-
