I have had this RTX 3080 since November 4th, 2020, and ever since then, I have experienced stutters in video games. I feel as if I tried everything except trying another GPU which I am going to try soon. In almost every game I play there is a stutter that varies in intensity. Temps are perfectly fine nothing over 80C on the GPU or CPU.

-Motherboard: Asus X570 TUF Gaming Plus
-RAM:16GB of Corsair Vengeance RBG 3200Mhz RAM
-Storage:6TB of mixed storage (SSDs, NVMES)
-PSU: Corsair CX850 GOLD
-Display: 144hz 1440p non gysnc/freesync monitor
I do really feel like I have tried everything. Maybe it's just a driver issue or should I RMA?
I could record footage of it stuttering if necessary
What I have tried is:
- Turning off my RAM, CPU, and GPU overclock.
- Undervolting the GPU
- Using one monitor
- Unplugging all but essential USB devices
- Different windows power plans
- Reinstalling GPU drivers with DDU
- Using Specific GPU drivers
- Updating AMD chipset drivers
- updating BIOS
- I have checked the temperature. Gpu peeks at 74 degrees Celcius while the CPU sits around 68 degrees Celcius in-game.
- Trying the games on different drives. I tried a SSD and an NVME drive.
- Turning off NVIDIA overlay and wallpaper engine
- Turning off ICU
- messing with HPET
- Uninstalling MSI Afterburner
- Reinstalling Windows
- Reinstalling RAM
- Resetting BIOS
- Far Cry 4 & 5 stutter with no pattern
- RDR2 Stutter when stopping horse and when in Saint-Denis
- Mount and Blade Bannerlord stutter with no pattern
- Assassins Creed Oddessy stutters when I am just running.
