[SOLVED] EVGA XC3 3080ti cooling fan not spinning

So I had this issue before I had contacted EVGA they sent me a replacement graphics card. It's happening again and I don't know if this is happening to anyone else and if it's an issue with the cards or if I'm having some other issue I haven't thought about. If you're looking at the card while it is socketed only the far right fan is not spinning.

Did you verify through MSI Afterburner or EVGA Precision X that all the fans can turn? You can override the default fan behavior with those
