Question Explorer.exe in constant crash restart loop

Hi hoping someone might be able to help.

I recently installed the latest MS updates, and after rebooting my PC and logging back in, explorer crashed after a few seconds, then restarted and continued in this loop every few seconds.

After doing some investigation I've found that the update causing the issue is:
KB5048292 - Cumulative Update Preview for .NET Framework 3.5, 4.8 and 4.8.1 for Windows 10 version 22H2 x64

I was able to restore from a backup and test installing each update separately to find which caused the issue.

As far as I can see there is no way no to uninstall this update, or even stop it from installing. I did try using the Show/Hide Updates tool, but it doesn't list this update as an option, although I believe the tool may no longer be supported now.

Looking in the event logs I can see the following errors have occurred:

DCOM got error "1084" attempting to start the service ShellHWDetection with arguments "Unavailable" in order to run the server:
{DD522ACC-F821-461A-A407-50B198B896DC}


There are many more of the same DCOM errors for different services.

I have tried booting into safe mode and running:

Dism /Online /Cleanup-Image /CheckHealth
Dism /Online /Cleanup-Image /ScanHealth
Dism /Online /Cleanup-Image /RestoreHealth

sfc /scannow

I also tried using msconfig to disable all startup items and non Microsoft services, but this had no effect.

I also tried restoring from my backup, updating all my drivers to the latest versions, and then installed the update again, but the problem still reoccurred.

I did a search online and couldn't see any reported issues for KB5048292, so I'm not sure what else to try other than doing a reset and try reinstalling everything again in the hope a fresh instance of Windows will be stable.
 
I had already paused the updates for a couple of weeks, and I believe the maximum you can pause for is 30 days. So it will only let me pause it for another 2 weeks and then the update will just install anyway.
