External Hard Drive Code 28

My external hard drives are not being detected in my disk management however they do show up as a code 28 in my device management under other devices. The auto update drivers can not detect any new updates. It's only my external hard drives. My mouse and keyboard work just fine. The external hard drives do work on my laptop but not on my desktop. I would try and do a system restore but i don't have a disk and can not use any external drive to store the windows boot information. I've tried uninstalling the devices and reinstalling but they still refuse to work. I've already tried to do a registry cleaner. Any ideas?

I'm using a Toshiba 1TB external hard drive with a windows 8.1 OS. With a Asus M5a99fx pro MB.

You can go to your MOBO's website and reinstall/update your USB drivers: https://www.asus.com/Motherboards/M5A99FX_PRO_R20/HelpDesk_Download/
Another thing you can try is to disable any antivirus/malware tools and try the auto update tool again.

I've tried your suggestion and reinstalled my drivers as well as updated them. I tried another way with trouble shooting which told me that the drivers could not be installed due to " Doesn't have a driver"
 
I've tried all methods Microsoft provided and none worked. I've tried using 2.0 ports and 3.0 ports. I've tried a flash drive and my external hard drive. Both are code 28. They can be seen in the bios boot menu but still code 28.
