External hard drive issue

I have a HDD in an external enclosure but don't know to format the hdd, to get rid of the operating system that was on it to use as a normal hdd, everyone I go to device management it says unallocated and when right click don't get the operations to wipe it, instead I get an error saying disk not ready, is there a situation for this ?
