External hard drive not getting a drive letter

I have an external hard drive that I used via esata on a windows 7 machine with no problems.
When I hook it up to my windows 10 machine via usb, it does not receive a drive letter. I see it under disk management, but can't assign a drive letter or anything..

What options do you see when you right click on that drive?

Uh, you can see it in the picture above. "Delete Volume" and "Help" are the only options available.
