Question External Hard Drive not showing up on 1 PC, but works on another?

Hello.

I have an External Hard Drive with a USB 2.0 +extra power cords. I have 2 PC's. One of them doesn't even detect it. The other one detects it and can use it normally. I have tried everything. Pluging the 2nd power cord to use more power, plug it into all the Port (front panel and motherboard's back), restart PC, cmd, Disk Manager, nothing.

What can I do?

Why does it matter? I know the one has a H110M-D D3 Motherboard but I have no information of the 2nd one..
