Not enough power from the USB port. That is the typical symptom for USB powered external HDs. Need to try a different port or one of the new USB 3.0/3.1 ports that provides more power.

if its an external HDD, and its desktop not laptop you need to give it more power the USB even 3.0/3.1 isnt enough power
