external hard drive power light only comes on dimly computer wont recognize

i have a external hard drive which does not get used very much ,pluged it in to try and get some photos from it but computer will not recognize it ,but did notice that the power light is very dull when plugged into power
is it possible to get the photos from device

You could try first changing the USB cable of your external drive or try plugging it into a different computer.

I have tried both new usb cable and new power source but light is still very dim when flickering and computer sill wont recognize ,I also have tried two computers both will not recognize
