Question External HDD not recognised on PC but can view drivers

Hi yall, my PC and many other PC's and laptops I have tried, do not recognize my external HDD but when I go into Device Manager, the HDD appears as a driver 'Samsung M3 Portable SCSI Disk Device', I've tried using a different USB port but no luck, I also tried using recovery software. It's a Samsung 1TB HDD. If any of you guys had this similar issue or know how to fix it, it would be helpful
