External HDD still spin after system shut down

HI
i have external 2TB WD hdd
today i notice the disk still spin even after my PC is off
is it normal for USB port to have power like this?
my concern is my internal HDD
does it mean my internal HDD spin as well?
what should i do to stop this?

You can normally set the USB power options in the BIOS , have a look in the BIOS and see if you can find it.

No as this doesnt draw its power from the USB port.
