External HDD Stuck Formatting - Won't Cancel

Using Windows 7 Disk Management, I started formatting an unused 4TB Samsung D3 Station yesterday afternoon. I let it go overnight. Upon waking this morning (roughly 4 hrs ago), it was on 97%. It has not progressed beyond that and the enclosure light is steady (not blinking).

I did come up with some results, searching on here, and so my first step was to cancel the formatting and attempt quick format. But I tried to cancel, and nothing is happening. :??:

a) Should I just attempt to just eject it?
b) If it will not eject, should i just unplug it?
c) Will these actions risk damaging the new HDD?
 
Solution
If it is not progressing, and hasn't done for a long time, then you have nothing to lose - shut down the OS ideally, or force close the process from command line.

I did end up just shutting down my system, unplugging the external HDD, then plugging it back in after I'd restarted. It was, suddenly, listed as a RAW disk and formatting took mere seconds. (^_^)b

Still not sure why it hung at 97%, but it is working well now.
I am using it to back up my ReadyNas Pro 6, before a factory reset, so I really hope it was not indicative of a bad sector or something. :/
