Question External USB 3.0 hard drive only uses USB 2.0 ?

I had a usb 3 external hard drive, you can run on both usb 2 and 3 depending on the port.. it used to make a blue light if it's usb3 and red light if it's usb2.
I had a lot of issues in the drive (my mistakes) but i formatted it a few times and now it uses usb2, it only makes the red light and transfer data with usb2 speed

Does anyone have an idea on how can I solve this

Make and model of your external HDD? A link to said drive would help us two fold. As for your platform, mind sharing the specs to said platform? Please list the specs to your build like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:

If you're on Windows 10, include the version(not edition) of the OS.
