Question Extreme GTA V Frame Drops

Recently I've been having momentary frame drops in GTA online, where the entire game freezes for a second or two every couple minutes and my fps counter reads 0. I am usually getting around 80-90fps at 1440p at just about the highest settings, however turning down resolution or quality settings does not change the issue. I don't believe that it is a performance based issue as the freezing happens during load screens as well. I have tried basic steps like verifying game files and reinstalling the game. This was not an issue just a few months ago. I am running the most recent nvidia divers and do not have any issues in other titles like Metro Exodus. Any help would be greatly appreciated.

What is your internet up and down? Ping?

With others on the network I get a 10ms ping, 300Mbps down and about 35 up
