Question Need help with PC not turning on

Hello everyone. new builder here. just today I finally took the plunge and assembled my PC after having my parts waiting to be used for a while (in their packaging and anti-static bags, don't worry). and once everything was assembled, I tried to turn it on but only a single RGB strip on my motherboard actually turned on, and the green BIOS light was flashing. A friend and I troubleshot it for about 2 hours, I tried a BIOS update because my board needed a later version to work with my CPU, and yet after trying a CMOS clear. making sure all the pins were in place, it's still in the same state of single RGB light on and the BIOS light flashing, any ideas on what's causing it?

SPECS
ASUS TUF GAMING B550 -PLUS WIFI II
AMD Ryzen 5600X
AMD Radeon 6600 (planning on upgrading but have no need to currently)
32GB Kingston FURY 3600MHZ
NO HDD, single SSD that I plan to supplement with another one later.

Did you install a new bios and if so which one?
What is the main disk?
Did you try a clean install?
Does it start?
The 5600x and your motherboard support all bios.
I can't understand why you started messing with the bios.

to flash your BIOS using the BIOS FlashBack button on the rear? Speaking of the button, did you install the board into the chassis correctly without the BIOS button being depressed unnecessarily?

Are you sure you got the name for your motherboard correct? I see TUF Gaming on the VRM heatsink but I can't seem to find a support page for an ASUS TUF GAMING B550 -PLUS WIFI II.

Can you walk us through on how you cleared the CMOS?

Hello, thank you for the welcome message. a nice change of pace after hours of headscratching.

Sorry about the PSU typo, it's the 600 watt CM series, hope that clears things up.

I did follow steps akin to that youtube guide, and yes, the flashback button is placed properly, it's free of the side panel cover, I'll add some more pictures as reference.

I am pretty sure I got the name correct, here's my model of motherboard.

I cleared the CMOS as I remember doing it on my cousin's build when he walked me through it. ASUS motherboards have a little flap that you lift to let the CMOS battery fall free. I first unplugged the PC (after making sure it was off). then lifted the flap/clamp and let the battery out of its holder. I waited 5 minutes to be safe then put it back in, plugged the PC back into it's power socket and flipped the PSU power switch again. no change.

furthermore, to clarify HOW I executed a backflash, I used a seperate laptop and loaded the BIOS file for my mobo from the official ASUS website, then, after clearing an old USB stick I had laying around and reformatting to FAT32, I unzipped the file, used BIOSRenamer as instructed and transferred the renamed file over to the USB, I pulled the USB from the laptop, stuck it in the BIOS USB slot on the side panel after turning the PC on, held the flashback button in for ~4 seconds and didn't touch it afterwards. when the BIOS light stopped flashing I pulled the stick out, turned the PSU switch on and off again, expecting my PC to boot as normal which obviously didn't happen.
