Extremely loud fans at low speed Gtx 980Ti

I have installed my new Gtx 980Ti GV-N98TG1 GAMING-6GD with the latest stable drivers 365.10 and when i tried American Truck Simulator the fans goes extremely loud after 1-2 minutes of gameplay. I have installed MSI Afterburner to control the fans but it doesnt respond i cant control the fans and also with auto fans i gets loud with the game in 40-60 celsius.

Here what i did: 1) I was playing with the MSI Afterburner auto and it gets loud like 100% fan speed after 1-2 minutes, i restarted the PC and the noise has been reduced but not all of it, and when i started playing again it gets extremely loud

2) I uninstalled MSI Afterburner i did restart and after that i started playing the same game and after 1-2 minutes extremely loud again. Turned off PC and when it boot up the noise was fully gone until i started playing again..

My Asus Strix r9 280 was so much loud only on 70%+ Fan Speed.. I hope its a software thing.. Im on windows 10 64bit

Update: I installed DDU Display Driver Uninstaller and i uninstalled Nvidia drivers in safemode. After restart i installed 362 version of Nvidia drivers because a guy recommended this with the same graphics card, then the first thing i did is to start American Truck Simulator and after 2-3 minutes BOOM! Extremely Loud Fans again!!! Its like they are working on 100% Graphics Card is broken??
 
UPDATE: Problem solved cables wasnt right.. I had the adapter from the R9 280 6x2 to 8pin. I connected PSU directly to GPU first time it worked after reboot it didnt! So i changed even the cables of the PSU and i installed two x2 6+2pin and it works now!
