[SOLVED] Extremely low FPS on good pc build.

My CS:GO fps is very inconsistent, ranging from 70-170 on the lowest and the highest settings. MSI afterburner wouldn't show the GPU usage but task manager shows it peaks at 40-50%. My CPU usage is also around 40-50% peak. I just upgraded to an rx 470 from a gtx 750 and the performance is worst on the rx 470. Other games such as PUBG run fine as expected.

Here are my specs:
CPU: i7-4790 (not overclocked)
GPU: Sapphire Nitro RX 470(D) Drivers version: 18.12.3
MOBO: Gigabyte GA-H97-D3H (rev. 1.1)

Make sure that the drivers are all up to date, and even uninstall past Nvidia drivers, as they could be causing some issues there.

Tried that. It didn't work.

Have you tried turning Vsync off? I think that can limit your FPS.

What case are you using and how many fans do you have installed? Overheating and thermal throttling could cause the fps swings you describe.

Thermals only peak to 60 celcius

Have you considered doing a bios update for your motherboard? I know it's an extreme approach but if you have system unpredictability and are unhappy, it could help.

Also, how much ram do you have installed? It is unlikely, but the system could be offloading ram duties to the system drive.
