My CS:GO fps is very inconsistent, ranging from 70-170 on the lowest and the highest settings. MSI afterburner wouldn't show the GPU usage but task manager shows it peaks at 40-50%. My CPU usage is also around 40-50% peak. I just upgraded to an rx 470 from a gtx 750 and the performance is worst on the rx 470. Other games such as PUBG run fine as expected.
Here's a link to where I bought the GPU: https://www.newegg.com/Product/Product.aspx?Item=1FT-000B-000E2

My autoexec: https://textuploader.com/1a62n
Launch options: -tickrate 128 -language bananagaming +exec autoexec

Here are my specs:
CPU: i7-4790 (not overclocked)
GPU: Sapphire Nitro RX 470(D) Drivers version: 18.12.3
MOBO: Gigabyte GA-H97-D3H (rev. 1.1)
[feel free to ask for more specs]

Have you considered doing a bios update for your motherboard? I know it's an extreme approach but if you have system unpredictability and are unhappy, it could help.

Also, how much ram do you have installed? It is unlikely, but the system could be offloading ram duties to the system drive.

Thermals only peak to 60 celcius
