Extremely silent PSU

Hi,
I want to build a super silent pc and already decided on a passively cooled cpu & gpu, 12 db case fans and a hdd with 5400 rpm.
The only thing that could be noisy right now is the PSU.
I need at least 300 Watt and something very silent.
By very silent I mean <12 db at full usage.
Since it´s hard for me to find PSUs that even come with a decibel raiting in their description, do you know any that are as silent??
Oh and don´t send me something that will blow up my pc 😀

If you're looking for strictly "passive" and not just "passive at low loads", your options are fairly limited (and expensive).

$130 sees this SeaSonic offering though, great quality, 520W... and 100% fanless.

I'd also suggest an SSD over a 5400rpm drive (or in addition to).
A 5400rpm drive is really slow for a boot drive, so an SSD would be beneficial....... and if you only need a (relatively) small amount of storage, an SSD would be quieter (silent) than any HDD, 5400rpm or otherwise.
