EDIT: I reinstalled a fresh windows and the problem seems to be solved for now.

Hi there! I've had this computer little over a year now, everything was brand new. Recently within the last month or so my secondary hard drive started to slow way down. I've looked around a lot and was not able to solve my problem. I've tried everything from disabling background processes, to switching out the Sata cable to a brand new one, even tried reformatting the drive and nothing has worked. The read speeds seem just fine but the write speeds are absurdly slow. Could anyone have any ideas?

The drive in question is a 4 TB Seagate Barracuda ST4000DM004-2CV104

The rest of my specs if needed:
1 TB WDC WDS100T2B0B-00YS70 M.2 Drive
Z390 Aorus Master Motherboard
i9-9900K CPU
32 GB Ripjaws V DDR4 (2x16)
2080 Super GPU

Here's some pics of benchmarks and tests taken at the time of writing this post. Please note that I don't really know what any of this means but I can recognize that the write speeds on CrystalDiskMark are very slow.

I don't know how to use Hard Disk Sentinel so those pics are just what was on the screen when I launched it. Dunno if I need to run a test or something.

Taken while the disk is in use (Transferring files)

It says it has low disk usage there but according to task manager it's this:

If anyone knows what the issue could be I would appreciate any help! Thank you!

Look in device manager/disk.
Verify...... policies.....enable write caching is checked.

And what is that file path that we can't see? D:\W.. the rest? :p

In the task manager processes can you see them there taking 100% HDD usage too?
Thats what it shows because I'm moving games from gamepass pc from my C drive to my D drive and you need to do that through the apps and settings thing. But the exact same issue happens when normally transferring files or downloading something directly to the D drive

XVI is associated with Xbox. Take a look at everything xbox related.
What would I be looking for? I'm not super super tech literate but I know a few things. The HDD goes to 100% usage regardless of if its gamepass pc or steam, or transferring files normally from C drive to D drive
