Factory reset and browser issues

Wont factory reset just sits there and loads and when i hit cancel it frezzes my laptop. When i try to open up a browser it won't open it but if it does open it wont work.

Follow the instructions at http://windows.microsoft.com/en-us/windows-8/create-reset-refresh-media to make a reinstall media and reinstall windows properly. Make sure to download and extract the drivers for your network card (WiFi or ethernet) and the one for the storage controller, and put both on that install media.
