Factory Reset Issue

I built my own pc a while back, basically tho now I’m wanting to sell it so I was doing like a factory reset to delete everything and reinstall windows or whatever, however since if done my reset my pc just turns on and that’s it, my mouse doesn’t get any power from any USB ports only my keyboard, I can’t enter the bios or anything because i won’t even get that far it just runs on and on but does absolutely nothing and was fine before I did this. There’s no display and I’m pretty stuck as what to do. Any help would be much appreciated.

what are specs of the PC? what motherboard? What we need to do is likely fresh install windows 10 but before we get that far we need to get into BIOS. Depending on motherboard it probably has secure boot or fast boot turned on.

On another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB

Should be able to reinstall and leave PC in the oobe mode, just before user accounts are created.
