Question Failed SQL Server 2017 installation - can't uninstall/reinstall

I was installing SQL Server 2017 and my computer shut down mid-install. Now when I try to open setup.exe it gives me an error saying "ScenarioEngine.exe - Configuration parser error. Error parsing C:\Windows\Microsoft.NET\Framework64\v4.0.30319\config\machine.config
Parser returned error 0xC00CE553".

I also have Microsoft SQL Server 2017 (64-bit) shown in Win10 Apps & Features, but when I try to uninstall it gives an error saying "SetupARP.exe - Configuration parser error. Error parsing C:\Windows\Microsoft.NET\Framework64\v4.0.30319\config\machine.config

Thanks but I can't restore because system protection was turned off.

I tried reinstalling .NET Framework 4 but that didn't help. Actually when I tried reinstalling it gave me a bunch of errors but the progress bar kept going and eventually Windows notified me that it was finished, so I don't know if it worked or not.

It most likely finished but what we’re probably going to have to do is look in the registry where it says SQL Server is installed and delete that key and then try to reinstall.
