Failed to Add New Steam Library Folder

I just built a pc today and im trying to download some games from steam. I have steam on my ssd and i want some games, such as csgo, to be on the ssd, but now that i try to download other games on the hdd, i get the error message in the title of the quesiton? how can i get it to allow me to download the rest of my games onto the hdd?

You have to wait until all your current Steam downloads are finished.

The moment you queue up a new download, Steam will reserve some space on the HDD you choose for your Steam downloads. So you have to cancel the download. (X on the right side in the download tab)
Then switch the Steam assigned HDD to your SSD. (Somewhere in the download options )
And then start the download again.
