I have recently acquired a msi gs70 2qe with the specs that gets very hot and throttles lowering fps

i7 5700hq
16gb ram
gtx 970m 3gb

ive changed both cpu and gpu thermal paste twice and still the gpu throttles .

msi afterburner voltage is greyed out so i downloaded a vbios for the 970m thinking it would unlock voltage control it didnt.

can anyone explain what i need to change on maxwell bios tweaker in order to lower voltage/temps.

one last thing is it possible to change a setting in bios tweaker so i can use msi afterburner to lower voltage .

Changing the paste is good and all, did you clean up the fans and made sure the grills are unobstructed too? You may want to check that the fans are turning properly. Also, the fan curves in BIOS could be set to run in 'silent', you may want them to be a bit more aggressive.

What MSI MOBO do you have? I know that I struggled finding and altering settings for the CPU on a Z790 board when trying to undervolt it until I set the MOBO to Default Performance settings and then was able to tune the voltages down. I also tried Afterburner before realizing that if I did the Performance settings I didn't need it, but didn't particularly like it.

edit - I didn't have issues with the GPU's heat, however. I did tweak it a little, but never developed heat issues there.
