Failed to Create D3D device! CSGO and possibly other Valve games

Ok, this PC is newly built and all the drivers are up to date. Built 6/22/18.
Specs:
CPU: AMD Ryzen 3 1300X
GPU: Gigabyte GeForce® GTX 1050 Ti OC 4G
Motherboard : MSI B350M PRO - VDH
Ram : 1x Ballistix Sport LT 8GB Single DDR4 2400 MT/s
PSU: Corsair CX550M
OS: Windows 10 Home

I've tried everything you can search online.
-Updated drivers
-Updated Windows
-Uninstalled and reinstalled drivers
-Launcher options for CSGO
-Reset PC
-MsConfig
-Reinstalled DirectX

When I attempt to open CSGO after doing the solutions online, it wouldn't open and give the "Failed to create D3D device" message. After attempting to launch CSGO, it stays as a background process despite the fact the error popped up. I'm out of ideas please help!!

edit: I've tested other games like Stick Fight The Game and Fortnite on them.
Both seem to function properly.

I fixed it by switching monitors. It seems my monitor was old and very outdated

I forgot to note that CSGO was never able to run on this build. I had a similar problem when I bought a prebuilt with the same GPU. Perhaps the GPU might be a problem. Just a speculation.
