Question Failing GPU (3070) or Monitor

Is this a monitor issue or gpu issue (restarting PC made it slightly better)

Can you try connecting the system to another monitor or a TV? That’s not the type of display issue I have seen before with a faulty gpu so my first thought is monitor or cable issue but I cannot be sure.

Second monitor is fine tried it with the DP from the second monitor and same issue, my thoughts was a faulty panel but I want to make sure before taking it in to RMA incase they try some bs on me

edit: what I meant is I tried the monitor with the issue with the display port from my second monitor and it still had the issue tried both display port cables on second monitor and no issues

Also to mention when I went to duplicate display only one had the issue some with extend display
