Failure to post?

So I have all the parts installed of my i5 6600 build. I turn it on and it runs for about 20 seconds and shuts off and then waits about 5-7 seconds and turns back on and then repeats.

I can see the cpu cooler fan (stock) whirl up and then it slows down... and then the whole thing shuts off. I've tried removing the memory and reinstalling it. I've tried it w just 1 stick vs 2. I have the cdrom/hdd/ssd all disconnected as well.

What should I look at now?

I'd look to the PSU.....but posting your full spec would be needed

Strangely i let it reboot it self and now it's running. I just need to install the OS etc to see if it's really working.

Try rebooting it a couple of times, make sure it doesn't happen again - it can come and go, but can be a bad sign if it's happening.

What is your PSU? Make/Model/Wattage

Good quality unit, more than adequate for any GPU so won't be a load issue.

Always possible it's defective....can happen with anything.

Just make sure all you PSU connections are secure, and reboot a few times to make sure all is well.
