Over half of the time I've been playing Fallout 4 the framerate will hold a smooth 60fps. In some places of the game I'll experience framerate drops. Sometimes around 30fps (28fps was the lowest). There was one area where if I looked west it ran at 30fps then when I looked east it went up to 60fps. It's been a real pain watching the framerate jump around like that. What's even worse is I've watched people with the same CPU and GPU setup run it at 60fps with no dips at all in Ultra settings in 1080p. When I monitor everything in MSI afterburner I see nothing maxing out. My processor usage never goes above 70% on any of the cores. Graphics card never uses more than 3GB. RAM usage barely scrapes 6GB. I don't know where I am lacking. I've had similar issues with GTAV. Besides those two everything has ran like a dream since I built this rig about a year ago.

My Specs:

AMD 8350
GTX 970 OC
8GB RAM CAS9 1600mhz
MSI Gaming 970 AM3+ Motherboard
725W Power Supply
Crucial 240GB SSD

Solution
Fallout 4 is very CPU intensive. There are certain areas, especially urban areas where I get massive frame rate drops. I'm running Fallout 4 on a 1080p, 144 Hz monitor with a EVGA GTX 980 SC ACX Cooler 2.0, i5-4690k, and 16GB of RAM. In the wilderness areas I get an average of 80-105 fps but in cities the fps is very inconsistent with drops as low 40-42 fps, 38 being the lowest I've seen. It's more thank likely that there is nothing wrong with your PC's performance. Fallout 4 is just an extremely CPU intensive.
Their are certain areas of the game where I will experience dips however most of the time I'm getting around 80 fps + @ 1440p...
The min fps is 45 fps however usually the dips are 55-60 fps @ 1440p however these dips only occur in certain parts of the map...

" I've increased the FOV and got rid of the FPS cap in the .ini file however this change made the game more demanding because of the increased FOV"

You might need to wait for a patch or a driver update...
