Fallout 4 launcher/in-game issues

I am having some issues with Fallout 4, which I downloaded the Nvidia driver for, after I purchased and installed the game.

1) When I change graphics settings in the Fallout 4 launcher it won't save after I click Ok, unless I unmark the local .ini folders as read-only. I also have the Fallout 4 Configuration Tool from nexusmods, and when I make a change there, the graphical settings in the launcher revert to the previous saved setting and I have to unmark the .ini folders as read-only again.

2) In the game, when I look around, while moving simultaneously, the screen stutters, especially in an enclosed space. I disabled mouse acceleration and I downloaded the latest Nvidia drivers. It still appears.

I'd appreciate help.
 
1) Of course your settings aren't saved if you write protect the files those settings are stored in.
Run Launcher once, then Config tool. Never touch Launcher again. It is not needed. Run the game via Fallout4.exe.

2) I managed to introduce stutter by turning off write caching in Windows on my SSD. Enabling it again solved the stutters for me.
If you go to start->run, type in diskmgmt.msc [ENTER]. Look for the disk your fallout is installed on, right-click it, click properties.
Don't right-click the partitions, click the actual disk, to the left of everything. Probably just says "Basic".
What I have enabled is Better Perf and Enable write caching on the device.

It could be other issues with the stutter as well. Background programs, antivirus, malware etc.
 


1) But when I use the config tool, the launcher settings go back to a previous setting and become unchangeable, and the .ini files automatically switch to read only. How else can I change graphical settings for Fallout 4 without the launcher though?

2) I disabled write caching for the hard drive and enabled it. It doesn't seem to have made a difference. Was it stuttering for you in small rooms like mine?

I have avast and Malwarebytes free versions. I scanned and there is nothing shown.
 
It was stuttering for me everywhere, outside, inside. But only when I moved mouse.

1) Set settings to what you like, the base settings, in Launcher. If you want to change something later, do it via the .inis.
My doc\My games\Fallout 4\
Fallout4.ini, Fallout4Prefs.ini, maybe also Fallout4Custom.ini.
If you want to save your changes, remove write protection for a second.

The reason the config tool write-protects the files is because the launcher WILL overwrite all the settings the config tool sets (or you manually).
