Fallout 4 Low FPS with good spec

I have a 4gb gtx 960, an amd x4 860k cpu, and 8gb of ram. But whenever I play fallout 4 the fps is always super low! With all settings on high except godrays and with In game vsync off & control panel set to adaptive, I only manage about 30-40 fps with it often dipping into the low 20’s. How do I fix this?? All my drivers are up to date and on other games such as rust or gta v i get 50-60 fps on near the highest settings.
 
Solution
The Fallout series (like the Elder Scroll series) is a pretty CPU demanding game. The AMD X4 860k is rather weak and does not perform well in Fallout 4. Below is a CPU performance benchmark using a GTX 980 Ti; the X860 is at the bottom of the performance chart.

The 860k is not a very powerful processor, and Fo4 is very CPU intensive.
Either upgrade the processor, or turn settings down. You shouldnt even be attempting high settings with that processor, start at low and see how things go (the difference is minimal but it performs far better)
