Fallout 4 running at below 30fps on my good pc

Alright folks so I have a pc with an i7-2600, 12gb 1600mhz ram, and an rx 570 4gb and fallout 4 STILL drops to below 30fps around diamond city and near swans lake or just pretty much anywhere in the big city and it's pissing me off because I just dropped 95 dollars on this cpu and literally nothing changed I would love to see what everyone has to say, oh and by the by I have my shadows at medium both quality and distance as well as God rays and am running about 67 mods but most are little things and it still does it without them. It'll run fine I have it capped at 30 to try to help, and it'll run fine but then once I get into the city I get lag spikes bringing me to 0-3 frames and then it mellows out at 30 again, the problem is I don't think it is standard load in stutter it does it and then is fine but when it does it it can last up to 20 seconds
 
Solution
Okay I just did some mod testing and things.
First: I disabled all mods and ran through the city at the medium preset without God rays. In the areas where the spike was the worst (it's very consistent in where it does this)instead of 0 frames it dropped to 15-25 for a few moments before returning to 30.
Second: no mods on ultra preset. About the same as the first test weirdly enough.
Third: same test as the second but with all of my mods except for my biggest ones: beantown interiors, raider redux, super mutant redux. Same as second test.
Third: enabled each of those 3 mods one at a time to see which was the (kind of sort of) problem solver. And I cannot run either raider redux or super mutant redux even on their own which is sad because they are the ones I wanted the most.
The game even on medium runs the same as it does on ultra which is really weird to me I just don't understand how. I can't even maintain a stable 30 in the city on medium and have it be almost exactly the same on ultra
 
The difference between ultra and medium is because you are shifting the load to the GPU instead of the CPU.
At higher settings your GPU has to work a bit harder, since they are the same, that means your processor is whats holding you back. If it works fine on higher settings then crank them up.
 
I still get these massive frame drops that are very noticeable during play I'll just have to deal with it I guess, it's just disappointing because I had an i5-2400 (I believe, the 3.10ghz one) just earlier this morning and was playing with it and having this issue and then my i7 arrived and I plugged it in played fallout 4 and the same exact problem existed. Sounds like I should have gone for a better cpu :,( thanks everybody for the information and such speedy responses, love this community here
 
To close this off so it's not unsolved I have to pick one of these as the solution and since there isn't really one I need to know who to pick so if anyone wants to chose which should get it say so

i7 2600 is plenty for Fallout4.

Whats the rest of your specs?

We know your cpu/gpu and ram so,

Motherboard
SSD/HDD
PSU
Monitor / Resolution
Windows - Mention version and history, is it an upgrade or reinstall?

Frame dropping to 0~3fps is not because the i7 supposedly isn't good enough, i think it is fine imo and drops like that would suggest something else is going on.

Check cpu and gpu temps and your system is actually registering each of the 4GB sticks properly. Use Hwinfo64 https://www.hwinfo.com/download.php

Edit. Can you give bios version too next to the motherboard please

 




Okay so
Motherboard: asrock z77 extreme4
Drives: wdc wd5003abyx-01wera1 and Seagate st3250410as
Psu: EVGA 600 W1, 80+ WHITE 600W
Gpu: Amd Radeon Rx 570 it's the xfx one
Ram: 2x2gb corsair xms3
2x4gb corsair vengeance both at 1600mhz
Monitor: Hisense tv 1080 60hz

My pc is registering that everything is here and working, my temps stay good and low but my usages might be iffy, in game my gpu hovers around 50-70% usage i think just from one run though to gather that for you and the cpus are 1 and 3 at like 60% or 40% most of the time and 2 and 4 are at 0 but go up to around the same as 1/3 depending on how dense the area is and my windows 7 is a windows 7 ultimate not sure where to check what version but it's sp1
 


ok if it's just Fallout 4 lets try some things. This video caught my eye mainly because of how the game's own Vsync can drastically drop fps. So if you haven't yet, disable the game's Vsync. Watch the video how then i'll suggest another Vsync trick using AMD's software.

So Vsync has been manually disabled in-game.

Forgive me, im not used to AMD software so was looking for a frame limiter app and there appears to be one built in called Frame Rate Target Control in the AMD software.

With that set your fps to 59 (not 60 max refresh) and force Vsync on in AMD software. The extra frame kind of acts like phantom buffer so it should eliminate Vsync input lag.

See how you go.

Might not need Vsync on in AMD software but if you get tearing or jitters then try with Vsync.
 


Okay, so I tried this, thank you for attempting to help btw, very nice of you. But ipresentinterval is causing strange texture issues and pop-in, some buildings just show up as big grey masses which is very odd seeing as that just disables vsync, so really really weird there (restarting the game fixes it in some places and causes it in others). I'm basically getting 25-55 frames fluctuating very wildly with massive and very random lag spikes it all seems to depend on what I'm looking at, I'm staying mostly on the low end of the frame stick around 25-40 :c . Again thank you for the assist but I think it could just be poor optimization of the city areas in fallout 4 because as long as I'm not there my frames are fine. Just sucks because a lot of the game is over there. Once again thank you very much for the assist, would gladly try anything else you have to throw at me
 
Next thing I'll try is faster ram because I guess fallout 4 is one of the few that may or may not need it but that might be awhile seeing as I just spent some on the pc and it's not full priority 1
 
It would be the game there somewhere, a setting that can be modified. I'll keep looking.

You did force Vsync in AMD yeah? Removing Vsync from in-game would uncap the frame rate and if the game behaves like that then forcing Vsync in AMD might solve that and give better results than using Fallout's dodgy Vsync.
 


Yeah I have been forcing it back down to 30 using amd frtsc because it's just too inconsistent if I let it go over it'll be smooth and then drop like 10 frames, it's more consistent down here at 30 but it's not consistent overall it's just a bit better
 
Btw faster ram wont change anything keep it to around 1:1 of your memory controller. 2600's memory controller speed is 1066/1333 so keep the 1600MHz ram you have now, will be no difference going faster.
