Fallout 4 Settings not applying

So everything is perfectly fine for me with fallout 4 execpt the settings, ive changed my hud color and pipboy color to what i want ive turned on all of the subtitles and changes my mosue sensetivty and everytime i quit the game and turn it on again everything resets and i have to do the same to change everything again
Ive changed some lines in fallout4.ini to turn off mouse smoothing and vscyn, and i unmarked READ ONLY, could that be the problem or its just the game ?

Ok was just curious, i had a guy who upgraded to Win10 and a game he was playing through steam wouldn't save settings/save game progress. It ended up being UAC (default settings) preventing hdd changes but he was running Win10 and never knew about UAC. Reason i ask which os you're running is it appears to me Win10's UAC might be too excessive on default settings.

It might be just the game, assuming you've played other steam games without problems but if anything that is restricting hdd changes without giving administrative rights to steam.exe will no doubt be UAC involved.
