Fallout 4 VR upgrade/build

Ok guys this is what I have here.
I3 8100
980 ti
8 gigs ram
Oculus rift three sensors

I've been noticing when I play Fallout 4 VR I have a lot of hiccups like frame rate drops real bad or it will studder. For a good 50% of the time it's actually decent and it's playable, but the comes in when the fram rate is dropping so low it's uncomfortable. I'm just looking to try to keep it at a comfortable pace like 80 to 90% of the time rather than 50/50.

Now the specs I have I can play just about any VR game out there comfortably but fallout 4. Seems to be very demanding. I know I can upgrade just about anything I need to, but I'll need to do it in increments. I know the 980 ti should be pretty decent for vr. My main thing I am thinking is that the i3 is holding my gpu back more than I would like. But that's just my assumption I would like to get some more credible sources here on this particular issue. Would an upgrade to a 1070 or 1080 be a better way to go or should I upgrade the CPU to say like and i7 4790k or something of that nature? And yes I'm very aware I should probably have 16 gigabytes of RAM over the eight I want to get the big stuff out of the way first so let's start there. So cpu upgrade or GPU upgrade?
