Fallout 4 weird GPU usage & FPS bug

Just yesterday i was playing fallout 4 without any problems (except for the fps dropping to ~25 in some parts of the city). But today when i opened it up i noticed that i had like 10 fps in the main menu. I loaded my save thinking maybe it's just a small menu bug, but instead it persisted in the game too. After some wondering i decited to check MSI afterburner. It turns out that suddenly my GPU usage is 0% and sometimes rises all the way up to 3%, and my CPU usage is averaging around 10%.
I tried to update my drivers, delete the .INI files, reinstall the game, change graphical settings and i also checked that there is no thermal throttling.

This is driving me crazy and it appeared out of nowhere.
Does anyone have a solution for this?

Specs:
AMD FX-8350 4.0GHz
AMD R9 290
8GB DDR3 1600mhz

Sounds like you have somehow created some profile in AB on how your GPU or GPU cooler to work under certain circumstances (like fan curve or whatever). I haven't used AB so I can't tell with 100% certainty but it sounds this way to me.

If I were you I would uninstall AB and use some driver sweeper like http://www.guru3d.com/files-details/display-driver-unin... and then install the latest drivers from nVidia's website.

If you want to monitor your GPU temps you can use HWinfo http://www.hwinfo.com/download.php (run in in sensors only mode).

Solution
The GPU usage is normal when playing any other games. Only fallout 4 seems to be having this problem.
Do you think uninstalling afterburner could still fix this?
 
Anything is possible and you won't know until you start the process of elimination. You could do a driver roll back, maybe the new drivers are causing an issue?
 
I also have this problem, and it started after I uploaded RivaTuner to the newest version (6.4). Went back to 6.2 but it didnt help.... Gpu use between 50 to 70%, before was always 99% ... argh
