Fallout 4 will only run in background HELP!

Ok so i was running an old btx mobo with an nvidia gt730 when i bought the game and it ran fine in minimum graphics. Now in a search for higher definition i built a pc with all new gen tech and when i try to run fallout 4 heres the sequence of events:
-click play on the launcher
- fallout icon on taskbar is boxed like the game is up and running
- opening soundtrack and/or SPECIAL clip plays in background but game still isnt up on screen
-hovering over the fallout 4 icon in peak mode shows the game running through the intro but i cant get the damn game to come up onscreen!

Im pretty sure the problem is with the new POS msi 1050ti GPU i got off amazon, since most review sites say the 1000 series gpu's work for almost every game EXCEPT Fallout 4. Im hoping someone else has had this problem cuz i am finding nothing on the web besides "black screen" or "low fps" issues.
Just for reference heres the system specs

Windows 7 64-bit
asus B80M (2016) mobo
intel i5 6400 cpu
18gb DDR3 Ram
msi 1050ti 4gt oc edition gpu
600W power supply
2 500gb barracuda 7200 HDD

I also have 2 monitors connected to the gpu but ive already tried disabling each of them in turn as well as multiple res settings, turning windowed and borderless on and off, etc. also take note i tried all the boneheaded fixes like updating the GPU drivers both express and clean install styles. ANY help would be welcome cuz i really miss playing this game!
 


Yes i tried uninstalling and installing again via steam last night with the same results. I mean, since the game is obviously running (somewhere in the system) its capable of playing, i just dont know why it wont pull up onscreen...
 
Make sure that fallout is running on your 1050ti and not your integrated graphics ( Intel HD Graphics 530 ).

You can check your fallout4prefs.ini and search for: sD3DDevice="X" where X should be "NVIDIA GeForce GTX 1050ti" or something very similar.
