My new laptop came in yesterday and I have been wanting to play Fallout 3 GOTY; however, the launcher only recognize the integrated graphics chip. To be more specific, this would be the Intel(R) HD Graphics 4600. I want it to use the dedicated gpu, an NVIDIA GeForce GT 755m, and I have been unable to find solutions anywhere. I have already used the Nvidia Control Panel and set both the fallout 3 launcher and the exe to use the dedicated graphics but that doesn't seem to work. How can I fix this?

These are my specs:
Operating System
Windows 8.1 64-bit
CPU
Intel Core i3/i5/i7 4xxx @ 2.40GH
Haswell 22nm Technology
RAM
8.00GB Dual-Channel DDR3 @ 799MHz (11-11-11-28)
Motherboard
LENOVO VIQY0Y1 (U3E1)

2047MB NVIDIA GeForce GT 755M (Lenovo)

Yeah, it's definitely awesome. I've played over 7 hours so far and enjoyed every minute. I'll definitely enjoy it. :)

Do you think it was that you never restarted your computer after updating drivers or telling the nvidia control panel to use the gpu? Just as a note and I have had problems solve them selves like this just by turning it off then on again. This is common with drivers needing to clear out current processes to actually make a change that you selected actually operate as you are intending.

Well I've restarted the computer multiple times before it began working, so I'm not exactly sure if it was that. It could be possible though.
