Fallout for pc only hardware wise?

From what iv'e heard and experenced the pesant station 4 and lunchbox one fallout 4 is just barely running on these things at a "stable 30 fps" stable my ass the frame drops below 30 more times than i could count but mabey it's just my certain system?

At anyrate i could wait untill i get enough cash to finish my pc but still unacceptable at times

It is pretty buggy on pc too but i have read the console version has horrible frame rate drops. I suppose you cannot change any graphical settings on a console
