Fan controller can i use it to backup a liquid cooling system

Can i use a fan controller to backup a liquid cooler if temperature get to high for example keeps them running on low but as some as temperatures get high get them to help, I have been looking but not exactly sure if it's worth it as I want to get a dual fan radiator and have two case Fans

I have a server case where on the side access panel I have a 10" fan blasting the motherboard then 1 x 120mm extracing out the back & 2 x 120mm fans at the front all connected to 12v full speed constant to keep the air cool for the cpu air/fan cooler & gpu card air/fan cooler, so the cooler the air in the case the more efficient your water cooler will be if you exhaust the air out, you can adjust the fans speed manually on those fan controller so you could set a constant temp for the case, my motherboard temp is 21c which is cool.
