Solution
The Dell T3500 like most Dells uses high powered industrial fans from Delta, or Nidec, etc. Typically they draw from 1.2A. to 1.8A on a single 5 pin plug (4 wires) with a different pinout than ATX standard. The 2 fans in my T3500 were Delta fans of .9A each running off of 2- 5 pin plugs. I think they shared one controller for 1.8A draw.
The T3500 is an modification of the BTX layout that the T3400 followed. In BTX there is one system fan it blows on the VRM and CPU then out the back of the case. Fan failure is very serious so the BIOS tests the MB fan every startup. if it doesn't like what it finds it sets the error message. The message won't clear until you go into the BIOS/Maintenance/SYSLOG screen and clear it manually.

I'm curious what kind of fans you installed that were better than the 120X38mm .9A. Deltas it came with? They really are better than almost any aftermarket fans.
