Fan makes loud grinding noise on windows startup only

Last week, I open and cleaned inside of my laptop and nothing happened at that time. Lately since around 3 days ago there is a loud grinding noise at the Windows 7 startup. It seems like my fan is started to ask for replacement, but the grinding noise only come at windows startup, and never happened if I boot my laptop with any linux distro. The grinding sound dissipate and disappear after a few second, and never happened even on high load. I did reopen and clean my laptop again and make sure there is nothing wrong with the fan. There is no noticeable difference on the airspeed and airflow. Is it the sign of my fan is dying? Or there is a problem with my windows installation?
 
Solution
It's a dying fan.
Generally, they start out at 100% RPM for a couple of seconds, then slow down to a rational speed.

That noise at 100% is an indicator that it is failing.
