It will never hurt anything to up the RPM...except you get more noise.Right now, its at 200 RPM, which is the lowest setting. I think its kinda slow. The desktop inside is kinda crowded. I was wondering if I could up the RPM.
I can't give you a specific answer as far as fan speed because there are so many different variables involved....like what CPU?......what cooler?....what case? etc.What rpm should the computer fan be at? Are there any bad effects if its at maximum rpm?

As far as question #2... the main bad effect of running a fan at maximum is noise in my opinion.
The fans are designed to run at maximum speed for a very long time so I wouldn't "not run them at max" because I was worried about wearing them out.

My CPUs idle in the 30s and under load are in the 60s.

I had it at 1.475V for a bit to see how far as I could push it, lost the silicon lottery though could only get to 4.15GHz at 1.475 and into the 80s temp wiseI think those are really good temps...and it seems you have headroom for the OC.
