Fan speed controller not controlling speed?

My micro atx motherboard only had 1 fan connector, my case had 3 fans. So I bought this so i'd have enough plugs for all my fans and so i'd be able to control the fan speed. All the fans have power..but I can't control the speed at all. Can anyone help me out? I've tried using youtube videos as reference but there aren't any exactly like mine...and the instructions came in chinese(Please spare the "you get way you pay for" lecture)

You can't control them by 4-pin connector's PWM-Signal (pulse width modulation) from your mainboard.
I haven't seen any of these Fan Controllers that is capable receiving the PWM-Signal from mainboard and no one provides PWM-Signal to the fans.

If you want to connect 3 fans with their RPM-sensors (measures the rotations per minute) to the 3-pin connector at your mainboard, you can use the E-Tec '00 00 A0 M' (aka 'fa 00 00 a0', 1 cable included). That device connects the RPM-sensor of the slowest fan of a set of 2 up to 4 fans to the mainboard. It is sold at www.reichelt.de . The power consumtion of all of the fans must be below the power limit of the mainboard connector (mostly 6 Watt).

Your new fan controller only provides a stable regulated DC-voltage to your fan (6 up to 12 Volts, depending on regulation knob).
That means for example 6 volts provided to the fan weather it consumes 1 watt or 15 watts.
The speed the fan can turn at that voltage depends on the fan.
If the fan is old, it might stop at low voltage or does not start with it.

Fan controllers 6 years ago were often unregulated and provided only a resistor.
The more power consumption a fan had the lower the voltage was that the fan got to operate.
And when the mechanical resistance in the bearing of the fan exelerates, the current rose and the voltage fell additionally.

Regulated voltage is the better choice because the voltage is stable.
That's where the name "regulation" with the fan controllers comes from.

If you want automatic fan speed control depending on temperature, then you should spend more money.
