Fan speed on laptop

Can you reduce cpu temperature on a laptop by fan speed control and if so, how much? Does it have any negative side effects? I'm thinking about installing a fan speed control software and making a profile for gaming, hoping that increased fan speeds will give me about 3-5'C less on my cpu. I already have an external cooler, now I'm just thinking other simple ways of lowering the temperature.

Your fans are probably ramping up all the way under heavy load anyway, so doing this really wouldn't achieve anything apart from having your fans run unnecessarily loud during less intensive moments in gameplay.
