Fan Speeding up to highest speed right after booting Pentium 4

After booting up, and right at the log in screen, my computer's CPU fan starts spinning really fast without the CPU even being hot yet. I touched the heat sink and it was cold. It's a 3 GHZ Pentium 4 Prescott, and I've tried reseating the processor, reseating the heat sink and reseating the fan, nothing has helped. Any Help?
 
my case fan starts out fast then slows down when windows starts the program. recently i noticed that a few minutes after it slows down it speeds up to max again. then i realized i had a hardware change and speed fan was picking up the temps on it. once i configured that (unchecked the new device) as was back to normal.

i thinkk you should check RAM modules. Remove one at a time and re-seat them one at a time.
