From Noctua's website, the NH-P1 doesn't handle the base clock of a Ryzen 9950X on a pure fanless system and need a fan to handle low turbo.
Doing the test on a NH-D15 G2 should provide better results.

Uh- uh. There's 3 fans just aimed at the cooler instead of bolted to it. Whoop de doo. That said. if it's nice and quiet it's nice and quiet (not actually mentioned in the article but I'm assuming it is.).
