I am planning on buying a GTX 1060 6GB however I wanted to know if it is overclockable. I heard from someone that it has to be a TI card for it to be overclockable.

Also if I do overclock, what type of cooling setup would be best?

Solution
Some of the card are overclockable some are not. It depend on which card did you get. Ti card isn't a mark for overclock, it just a name. Some of Ti card can't be overclocked depend on the factory they were made. It is possible to overclock a card that aren't overclockable but it require a tweaking, like soldering a cable which is I don't really expert or knowing much about that.

Any modern graphics card can be overclocked, how much depends on model and luck, but they all allow for it to some capacity.

Isn't it called boost? I mean adjusting the voltage mostly limited if it meant to be overclock.

Boosting is something the card with either do automatically, or from the factory.
Anything you tweak beyond that is an overclock, while some cards may be voltage locked which reduces overclocking headroom, you can still muster some more performance out of them before hitting a voltage wall.
